Shame of subsidy removers


I am a person that has enjoyed both Federal and Kano state state government's policy of subsidy on education.

I attended one of the best public secondary schools in Kano state.We were provided with majority of the textbooks we used as students which were returned on graduation from the school.We had both local and expatriate experienced teachers; and the best of every teaching requirement from well equipped laboratories to functional libraries.

My father paid less than N1000 as my school fees in secondary school and less than N10,000 as registration fee in the university.The same amount of money cannot pay the terminal school fees of a child in modest nursery school today!

The legacy of subsidy on education is gone.No state in the whole of Northern Nigeria can boost of providing chairs for to all the pupils in primary schools, talkless of other essential needs,because the politicians that benefited from subsidy on educationare not willing to extend the same gesture to the less privileged.

Now,they want to remove the remaining subsidy enjoyed by Nigerians,ie oil subsidy even though the best option to tackle the problem of depicit in government budget is addressing the issue of corruption bedeveiling the the oil and gas sector,which was discovered by recent senate hearing.It is surprising to me that the proposed removal of subsidy on oil is taking place during the tenure of a president who claimed to have no shoes as a child and has to trek long distance barefooted across rivers and lagoons to reach his school and was educated courtesy of government subsidy on education.

The politicians are telling us every day that we are moving towards the path of progress-from TRANSFORMATION to VISION 2020.Any rational person will admit that not much progress has been achieved throughout the 12 years of present civilian rule other than mere rhetorics.

The people that are insisting on removing all subsidies are not helping Nigeria.They are exercebating schism between the poor and the rich and aggravating ignorance and poverty among the poor.This can only breed more Boko
Haram,Niger delta and OPC militants which government will continue to allocate more funds to security to tackle.What an absurdity! Abdullahi dahiru

BUDGET 2012: A BUDGET OF DESTRUCTION & REPRESSION!

Following the recent presentation by President Goodluck Jonathan to the National Assembly of the Budget proposal/appropriation bill for 2012, the United Action for Democracy (UAD) finds it pertinent to restate the fact that the present Government is hell-bent on increasing the sufferings of Nigerians!

The Budget, obviously put together to further confound Nigerians into thinking that there is no alternative to the government’s decision to impose the IMF and World Bank dictated policy of neo-liberalism, has revealed very clearly the priorities of the government in terms of a focus on social development or on the annihilation of Nigerians.

A pointer in the direction of the regime’s determination to further impoverish Nigerians is the amount allocated to what constitutes the priorities of majority of Nigerians (such as education – 400Bn Naira, health – 283Bn Naira, employment, food, shelter etc.) vis – a – vis what constitutes the priorities of the inept and corrupt ruling class (security, over bloated overheads, etc). For example the amount proposed for security at over 900Bn Naira is more than the combined total proposed for 12 critical ministries including education, health, agriculture, power, roads and transportation, petroleum resources among others!

The UAD is not deceived that the President was silent on the so-called ‘fuel subsidy’ removal in his presentation, in fact he was loud enough since there was no mention of any provision for subsidy in the 2012 Budget unlike in previous budgets. The unavoidable implication of this is that the prices of petroleum products will go up beginning from January 2012!

The UAD also finds it interesting that what is to be spent on security (insecurity?), which is 922 billion naira and about 500 billion naira allocated to service domestic debts which comes a total of about 1.4 trillion naira is the exact sum which the cabal and cartel in power claim to be the amount they have been spending in ‘subsiding’ prices of fuel, and which they so desperately want to take back from Nigerians. It is important to be unambiguous about this issue; the regime has not said, and there is no indication from this budget proposal, that it will stop importation of refined products, which is the reason why this so-called subsidy builds up! In fact the regime is simply stating that it wants this amount of money, which is the penalty for its incompetence and ineptitude in ensuring domestic refining of crude oil, to be paid for by ordinary Nigerians at the point of buying the products, rather than be paid for out of resources of the Federal Government. The import contracts will not be cancelled, importation will not be stopped, and the cabal will continue to paid these sums for importing fuel!

While acknowledging the existing security challenges, the UAD makes bold to say that resolving security problems is not about buying missiles, guns, ammunitions, expanding the security forces etc, it is about resolving the social issues that are the remote reasons behind our security challenges. Thus it defiles logic to spend so much money on symptoms like the state imposed ‘insecurity’ than putting money into what will reduce the suffering of Nigerians like job/employment creation, infrastructure development, boosting manufacturing, agriculture, and at least retaining the existing prices of fuel (which are exorbitant when compared to prices fuel in other oil producing country)!

The UAD makes bold to say that the state is also actually spending so much on security to oil its machinery preparatory to repressing and cracking down heavily on the resistance which they know would follow the imposition of their numerous very unpopular and inhuman policies.

Moreover, the allocation to security, given the character of the Nigerian state is obviously to subsidize corruption through the usual method of awarding juicy contracts to the cartel and cabal responsible for present excruciating condition of existence of Nigerians.

The UAD insists that the working and toiling people can no longer continue to bear the brunt of corruption, maladministration, ineptitude and embezzlement which has been the modus operandi of the Nigerian ruling class.
Nigerians must take their destiny in to their own hands; and redirect their energies towards the path of ameliorating their lives rather than toward the path of perdition which government is consciously leading them to. We must reclaim our country!

We must mobilise and organise in our workplaces, neighbourhoods, worship grounds, villages, cities, places of learning/campuses and communities to collectively put an end to our sufferings. Nigeria is OUR country; let us OCCUPY it, in the mode of people’s conscious and self-organised activities (rallies, demonstrations, strikes, picketing etc) in defiance of the diabolic and inhuman intention of the present status quo. Let us Occupy it to remake our nation. OCCUPY NIGERIA NOW!

ALARMING INCREASE OF RAPE CASES IN NIGERIA

There is an alarming increase in rape cases. From Kano to Calabar, Lagos to Lokoja, Maiduguri to Markurdi, Enugu to Ekiti, rape stories jostle for headline spaces in newspapers and prime time bulletins on the airwaves. Even then, statistics have shown that less than 20 per cent of rape cases are ever reported, as most victims are often unable to face the social stigma that follows public knowledge of their ordeal.
Yet rape is a serious crime under the Nigerian Law. It is an extreme form of violence against women which dehumanizes, degrades and traumatizes the victim. Section 357 of the Criminal Code states: ‘Any person who has unlawful carnal knowledge of a woman or girl, without her consent, or with her consent, if consent is obtained by force or by means of threat or intimidation of any kind, or by fear of harm, or by any means of false and fraudulent representation as to the nature of the act, or in the case of a married woman, by personating her husband is guilty of an offence called rape’.
Most rape victims are minors who are lured into the act by elderly men who may be complete strangers, neighbours, relations, or, in extreme incestuous cases, even brothers or fathers. Also vulnerable are girls that hawk wares on the streets and inner city alleys.
In some instances, the rapist indulges in the act just to satisfy his sexual desire, while some are for ritual purposes, where men are advised to have carnal knowledge of little girls for spiritual powers they claim ensure longevity or the attainment of their economic and political dreams. Some other rape victims fall prey to armed robbers’ antics.
Rape victims are susceptible to sexually transmitted diseases like syphilis, gonorrhoea, and even HIV/AIDS as the perpetrators are not likely to think of using any protective device during the despicable act.
But as heinous and abominable as this crime is, it is difficult to fight because of the country’s legal system and the attitude of some people. Not only are most rape victims unwilling to report the case, but parents of those whose cases are taken up by the police are also reluctant to press charges because of fear of social stigmas.
Also, the legal demand, in Section 179 (5) of the Evidence Act, for a witness as a proof of the offence, is a major hurdle to obtaining conviction in rape cases. There is usually no eyewitness to the crime of rape and this makes it difficult for the case to be proved.
In the fight against this crime, nothing should suggest that the same law is trying to protect offenders. Therefore, we suggest that the strict provision of the Evidence Act be amended to ensure that rape victims get justice. Also, as much as possible, female police officers must be assigned to handle rape cases, as male officers may not be sufficiently sensitive and sympathetic to the plight of victims who are courageous enough to report their ordeals to the police.
Even in instances where male police officers show some sympathy, most victims may not feel very comfortable discussing the intimate details of their gruesome experiences with the male officers.
Apart from prescribing stern punishment for the offence and removing legal hurdles in prosecuting offenders, the government should be in the forefront of enlightenment campaigns to  acquaint mothers, young girls and all potential rape victims with the various methods used by rapists to ensnare them. Socio-cultural and religious organizations should also step up the campaign against rape. Parents should always ensure their young daughters are always accompanied whenever they go out either on errands or to play.
It is hoped that the Police has records of sex offenders. And it  will not be out of place if the names and pictures of such depraved fellows are occasionally published.
